You'd have to incentivise offering up their seats for sale when they're not attending - but if they're not bothered about the resale cash, it's hard to see what might tempt them. The real fuck-up by the stadium planners was putting those very seats directly opposite the TV cameras IMO; Wembley often looks a complete joke - nationally and internationally - no matter who's playing.
